EU Consumer Safety

GPSR: General Product Safety Regulation

The introduction of the General Product Safety Regulation (GPSR) (EU) 2023/988 marks a new era of consumer protection in the EU. The GPSR mandates that all consumer products sold in the EU meet specific safety requirements.

While cosmetic formulas are governed by Regulation (EC) No 1223/2009, the accessories and tools often sold alongside them—such as brushes, applicators, and styling tools—fall directly under the GPSR. This regulation introduces stricter requirements for safety, documentation, and online transparency to ensure a high level of consumer protection.

Product scope

What products are covered?

Cosmetic accessories and tools scope

The GPSR acts as a "safety net" for products that do not have their own specific sectoral legislation. For beauty brands, this includes a wide range of cosmetic-adjacent products:

  • Application tools: makeup brushes, blending sponges, and other applicators
  • Styling tools: tweezers, eyelash curlers, nail files, compact mirrors, and scissors
  • Hair & styling accessories: brushes, combs, clips, rollers, and hairbands
  • Storage & lifestyle products: cosmetic bags, vanity mirrors, and reusable cleansing pads
  • Ambient products: candles, incense sticks, laundry perfumes, and room sprays (non-hazardous, non-irritant formulations)

  • Appointment of an EU Responsible Person

Our GPSR Services

We handle the technical and legal requirements so you can focus on your brand's growth.

EU & UK Responsible Person (RP)

The GPSR requires a designated Economic Operator based in the EU. CE.way acts as your legal representative, providing the mandatory address for your product labels and serving as the point of contact for Market Surveillance Authorities.

Technical Documentation & Risk Assessment

Unlike cosmetics, tools require a formal GPSR Technical File. We assist you with:

  • Conducting mandatory internal risk analyses (evaluating intended use and foreseeable misuse)
  • Compiling technical descriptions and bills of materials
  • Managing and storing documentation for the required 10-year retention period
03

Specialized Labelling & Traceability

We ensure your physical packaging meets the strict new traceability standards, including:
