Submit Cosmetic Product Notifications (SCPN)

The Submit Cosmetic Product Notifications (SCPN) service is the notification system for cosmetic products placed on the market in Great Britain (England, Scotland and Wales). Before a cosmetic product can be placed on the Great Britain market, it must be notified through the SCPN by the UK Responsible Person.

UK Cosmetics Regulation

What is SCPN notification?

SCPN notification process overview

Under Product Safety and Metrology etc. (Amendment etc.) (EU Exit) Regulations 2019, the UK introduced its own notification system: SCPN (Submit Cosmetic Product Notifications), which has been in operation since 1 January 2021.

Like CPNP, SCPN is a pre-market notification requirement where the Responsible Person informs the UK Secretary of State that a product will be placed on the UK market.

  • It applies post-Brexit specifically for the UK market
  • It is not a registration and does not grant approval for sale
  • It requires a compliant Product Information File (PIF) before submission

Notification is the final administrative step before placing a cosmetic product on the UK market. Before a product can be notified, all required documentation — including the Product Information File (PIF), Cosmetic Product Safety Report (CPSR), compliant labelling and the appointment of a UK Responsible Person — must already be in place.

CPNP notification process overview

Before your product can be notified

  • Product classified as a cosmetic
  • Formula compliance reviewed
  • CPSR completed
  • PIF prepared
  • Labels reviewed
  • UK Responsible Person appointed
  • Product images available
  • Nanomaterial assessment completed (if applicable)
